2020년 3월에 시작된 COVID-19 in East Asia and Aftermath: Re-globalization, Democracy and Civil Society는 서울대학교 아시아연구소 시민사회프로그램에서 출발한 프로젝트로, 동아시아 국가들의 코로나19 팬데믹 대응과 이에 따른 사회적 영향을 탐구하는 데 초점을 맞춘 연구이다. 이 프로젝트는 서울대학교 아시아연구소 시민사회프로그램의 디렉터인 임현진 교수가 동아시아의 코로나19에 대한 국제공동연구 프로젝트를 제안하고, 이를 위한 조직위원회가 협력하였다.

이번에 발간된 COVID-19 in East Asia and Aftermath: Re-globalization, Democracy and Civil Society는 2부로 나뉘어 있으며, 첫 번째 부분에서는 한국, 중국, 일본, 대만, 베트남 등 동아시아 국가들의 코로나19 팬데믹 대응을 다루고 있으며, 두 번째 부분에서는 포스트 팬데믹 시대의 정치적, 경제적, 사회적, 문화적 변화에 따른 다양한 사회적 영향을 다룬다. 이를 통해 각국의 코로나19 대응과 그 후 영향에 대한 종합적인 분석을 제공한다.

COVID-19 in East Asia and Aftermath: Re-globalization, Democracy and Civil Society에서는 저자들이 주요 주제로 민주주의의 쇠퇴와 비자유주의적 리더의 부상, 디지털 감시 국가와 인권 침해, 국가의 복귀와 시장의 후퇴, 재세계화와 보호무역주의, 플랫폼 경제의 부상, 노동의 탈핵, 언택트 사회의 성장, 공감하는 문명의 가능성, 민족주의, 토착주의, 포퓰리즘의 부상, 미중 경쟁의 심화 등 주요한 영향을 강조하며 팬데믹 이후 동아시아의 정치, 경제, 사회, 문화적 변화를 분석한다.

COVID-19 in East Asia and Aftermath: Re-globalization, Democracy and Civil Society는 코로나19가 공식적으로 종식되었지만 그 후유증이 지속되고 있다는 점을 강조한다. 취약한 계층, 돌봄 및 교육 분야, 자영업자 및 플랫폼 종사자들은 여전히 그 영향에서 벗어나기 위한 노력을 기울이고 있다. 저자들은 방역부터 사회경제적 보호까지 코로나19의 모든 측면에 대한 연구가 계속되어야 한다고 주장하며, 동아시아 지역은 우크라이나 사태, 기후 위기, 후쿠시마 오염수 문제와 같은 글로벌 위험에 여전히 노출되어 있으므로, 이 공동 연구 경험이 동아시아의 위험과 위협에 대한 연구와 실용적인 의제에 기여하기를 희망한다.

The book project on COVID-19 in East Asia was initiated by the SNUAC Civil Society Program in March 2020, led by Hyun-Chin Lim, the founding director of SNUAC. The project aimed to explore and compare the responses of East Asian countries, including South Korea, China, Japan, Taiwan, and Vietnam, to the COVID-19 pandemic. The organizing committee, including professors Haeran Lim, Taekyoon Kim, and research professor Suk-Ki Kong, conducted a series of hybrid international conferences in May 2021 and February 2022.

The first conference focused on each countrys response to COVID-19, highlighting the effectiveness of South Korean and Taiwanese strategies compared to the US and EU. The second conference addressed the social impacts and transformations in the post-pandemic era, recognizing that East Asia was not immune to global changes.

The book consists of two parts: the first part analyzes the diverse responses to COVID-19 in East Asian countries, while the second part explores the political, economic, social, and cultural impacts of the pandemic. The authors examine key issues such as the retreat of democracy, digital surveillance states, the return of the state, re-globalization, platform economy, precariatization of labor, untact societies, empathic civilization, nationalism, nativism, populism, and US-China rivalry.

The COVID-19 pandemic increased the power of illiberal political leaders and led to the retreat of democracy in some cases. Digital platform economy and gig economy rapidly expanded, transforming labor conditions into precarious and unprotected employment. The pandemics aftereffects continue to affect social minorities, care and education sectors, self-employed individuals, and platform workers.

Despite the official end of the pandemic, East Asia remains exposed to global risks such as the Ukraine crisis, climate change, and the Fukushima contaminated water issue. The authors emphasize the importance of continued research on COVID-19 and its wide-ranging impacts, from quarantine measures to socioeconomic protection. They hope that this research contributes to addressing the ongoing risks and threats in East Asia.
